STATE OF ALAUDO – DISASTER PREVENTION & MANAGEMENT BOARD -EMERGENCY PLAN

  • 2.1 Definition
  • Disaster prevention within the State of Alaudo encompasses all proactive measures, policies,
  • and strategies designed to avert the occurrence of disasters and minimize the exposure of
  • people, resources, and systems to hazards. It is the foundation of Alaudo’s Comprehensive
  • Disaster Management Framework and emphasizes the principle that prevention is more
  • effective and sustainable than response or recovery.
  • 2.2 Purpose
  • The purpose of disaster prevention under the State of Alaudo Emergency Plan is to:
  • • Safeguard lives, livelihoods, and property from foreseeable hazards.
  • • Strengthen the resilience of Alaudo’s critical systems — including agriculture, health, energy,
  • transport, and communications.
  • • Integrate risk reduction and resilience into state development policies and community
  • planning.
  • • Foster inter-ministerial coordination and promote citizen participation in disaster risk
  • reduction.
  • 2.3 Scope
  • The scope of disaster prevention applies to all ministries, local councils, institutions, and
  • communities within Alaudo. It covers both natural and human-induced hazards, such as
  • floods, droughts, epidemics, industrial accidents, civil unrest, and climate-related
  • emergencies.
  • a. Risk Identification and Assessment
  • • Conduct statewide hazard mapping, focusing on flood plains, drought-prone regions, and
  • high-risk agricultural zones.
  • • Establish a State Risk Information System (SRIS) for continuous data collection, analysis,
  • and dissemination.
  • • Undertake periodic vulnerability assessments of public buildings, transportation corridors,
  • health facilities, and food storage systems.
  • b. Preventive Planning and Mitigation Measures
  • • Integrate hazard-resistant designs into all new public and private infrastructure.
  • • Regulate land use and development through the Ministry of Lands and Physical Planning to
  • prevent occupation of risk zones.
  • • Implement soil stabilization, erosion control, reforestation, and river-dredging programs.
  • • Promote environmentally sustainable farming practices under the Ministry of Agriculture and
  • Rural Resilience to reduce drought and pest risks.
  • c. Institutional and Legal Framework
  • • Enforce the Alaudo State Disaster Risk Reduction Act (ASDRRA) to guide all prevention
  • activities.
  • • Strengthen coordination through the Alaudo State Emergency Management Agency
  • (ASEMA).
