Administrative Structure

The Department is organized into specialized directorates to ensure operational readiness, clear mandate, and coordinated execution across all hazard types.

Directorates & Core Functions

Mandate: To reduce disaster risks by minimizing exposure, vulnerability, and hazard impacts before emergencies occur.

  • Conduct national and regional multi-hazard risk assessments.
  • Identify high-risk zones through hazard mapping and vulnerability analysis.
  • Develop and enforce disaster-risk-sensitive land-use and zoning policies.
  • Promote resilient infrastructure, safe building standards, and retrofitting.
  • Integrate disaster risk reduction into development and climate adaptation planning.
  • Coordinate prevention initiatives with environmental, housing, and infrastructure agencies.
  • Monitor compliance with safety, mitigation, and resilience regulations.
  • Advise national leadership on long-term disaster risk trends.

Mandate: To provide timely, accurate, and actionable early warnings to reduce loss of life and property.

  • Operate hazard forecasting and monitoring systems.
  • Maintain real-time surveillance and data integration platforms.
  • Define alert thresholds and warning escalation procedures.
  • Disseminate alerts via SMS, broadcast media, sirens, and digital platforms.
  • Coordinate warning dissemination with emergency services and local authorities.
  • Ensure warnings are accessible, inclusive, and multilingual.
  • Test, evaluate, and improve public warning effectiveness.

Mandate: To ensure institutional and community readiness for effective disaster response.

  • Develop national, sectoral, and local emergency preparedness plans.
  • Conduct readiness assessments and capability audits.
  • Organize drills, simulations, and scenario-based exercises.
  • Coordinate inter-agency preparedness frameworks and SOPs.
  • Maintain emergency staffing and surge capacity systems.
  • Support preparedness planning at county and community levels.

Mandate: To command, control, and coordinate all disaster response operations.

  • Activate and manage the Emergency Operations Center (EOC).
  • Establish incident command and operational coordination structures.
  • Deploy response teams, equipment, and emergency assets.
  • Coordinate search and rescue, evacuation, and life-saving operations.
  • Maintain situational awareness and operational reporting.
  • Ensure responder safety and operational continuity.

Mandate: To protect the dignity, health, and well-being of disaster-affected populations.

  • Provide emergency shelter, food, water, and sanitation services.
  • Coordinate emergency healthcare and disease control.
  • Deliver psychosocial and mental health support.
  • Protect vulnerable groups including children, elderly, and displaced persons.
  • Manage temporary shelters, camps, and relocation sites.
  • Coordinate humanitarian actors and social service agencies.

Mandate: To restore infrastructure, livelihoods, and communities after disasters.

  • Conduct post-disaster damage and needs assessments.
  • Develop recovery and reconstruction frameworks.
  • Rebuild housing, public infrastructure, and essential services.
  • Support livelihood restoration and economic recovery programs.
  • Apply “build back better” and resilience principles.
  • Monitor recovery progress and outcomes.

Mandate: To build a disaster-aware, prepared, and resilient society.

  • Design public awareness and risk communication campaigns.
  • Promote household and community preparedness initiatives.
  • Coordinate volunteers and community response teams.
  • Engage civil society, faith-based, and traditional institutions.
  • Develop disaster education and training materials.

Mandate: To strengthen evidence-based decision-making and innovation.

  • Maintain national disaster data and information systems.
  • Conduct after-action reviews and lessons-learned studies.
  • Support research on hazards, vulnerability, and resilience.
  • Promote technology and innovation in disaster management.
  • Partner with academic and research institutions.
  • Manage emergency procurement and supplier frameworks.
  • Operate warehouses, stockpiles, and supply chains.
  • Manage fleet, equipment, and emergency assets.
  • Track inventory and asset utilization.
  • Ensure transparency and accountability in logistics.
  • Administer emergency funds and contingency reserves.
  • Develop insurance and disaster risk financing mechanisms.
  • Manage compensation, relief payments, and recovery grants.
  • Coordinate donor and humanitarian financing.
  • Ensure audits, financial accountability, and reporting.
  • Coordinate with counties and local governments.
  • Liaise with federal agencies and regional partners.
  • Manage NGO and international organization partnerships.

  • Represent the Department in national and international forums.
  • Draft and review disaster-related laws and regulations.
